Good afternoon Austerity readers. On this fine Tuesday we have the full paper of Dr. John Shields' (Ryerson University) discussion on Canadian settlement policies and austerity. John's paper expands on his analysis of Canadian immigration settlement and the effects of austerity. Overall, budget retrenchment and private sector management practices for the public service (distilled in reforms such as 'New Public Management' and 'Alternative Service Delivery') have constrained the scope and at times effectiveness of settlement services.
