How have civil society organizations and the public engaged on issues of austerity in Quebec?

Hello austerity readers! This week we have a presentation from Dr. Peter Graefe (McMaster University, Canada) on community engagement on fiscal policy in Quebec. Dr. Graefe's analysis focuses on the community consultations organized by peak organizations in Quebec in the late 1980s and early 1990s around the retrenchment of social policy in the province. Peter's paper considers how alternatives to austerity were framed through these consultations and the degree to which they were successful in leading to the development of alternatives.
