This week we have the video of a presentation by David Macdonald, Senior Economist at the Canadian Centre for Policy Alternatives (CCPA), on tax expenditures in Canada. David explores these forms of public spending through the tax system which modify the tax burden of qualifying individuals. One striking finding is the sheer amount of expenditures in this 'shadow transfer system', and David rates them based on their distributive impact - where is the benefit of an expenditure concentrated along income deciles? This report illustrates how austerity is not just about cuts, but can involve actively restructuring public spending.
